One concept per top-level area, listing every route with the RBAC gate it carries. The gates are what the drift test checks against the catalogue — the table in each concept is code, not prose.

Every route except /health, the login pair and the dashboard sits behind the
full chain — session, CSRF, setup-redirect, then Require(resource, action) —
and denies fail closed with a 403 page.
